National Commission for the Certification

(NCCCO)

The National Commission for the Certification of Crane Operators (CCO for short) is an independent not-for-profit organization formed to establish and administer a nationwide program of certification for crane operators. The purpose of the CCO is to set standards for measuring knowledge and proficiency required for the safe operation of cranes.

All candidates are required to pass both the written and practical examinations in order to be certified. The initial certification period is for five (5) years, after which an operator is required to re-certify.

Eligibility:

  • Meet Medical Requirements
  • Pass Written Examination(s) - Minimum - Core and one specialty
  • Pass Practical Examinations

Candidates must pass the Practical exam within twelve months of passing the written exam.
The Practical Exam is scheduled by appointment.

"The National Commission for the Certification of Crane Operators was founded in January 1995 to establish a comprehensive and independent means of assessing crane operator knowledge and skills. Key to this industry-led effort was the development of the CCO core and specialty written examinations and the practical "hands-on" examinations. - CCO Candidate Handbook

OSHA INSTITUTES NEW CONSTRUCTION CRANE RULES

A copy of the regulatory text is available here: cranereg.pdf and the full rule, including the preamble, can be found at Federal Register or www.osha.gov.
Some of the more significant requirements of the new rule include; pre-erection inspection of tower crane parts, use of synthetic slings in accordance with the manufacturer’s instructions during assembly/disassembly work, assessment of ground conditions, qualification or certification of crane operators, and procedures for working in the vicinity of power lines.
Signal persons (signaling a hoisting operation) will have to be qualified/certified, and riggers involved the assembly and disassembly of a crane or when there are persons in the cranes fall zone, will have to be qualified.  The qualification/certification of crane operators will be in full effect, 4 years from the date when the new law goes into effect.  Additionally, the new “limit of approach” when working in proximity to a power line will be 20 feet (previously this was 10 feet).
The new law is comprehensive at over 270 pages and all operators involved in overhead hoisting are encouraged to read up on the information.  Visit the web sites above or if in need of immediate information, call the training site (715.228.4911) and ask for Todd.
