OSHA INSTITUTES NEW CONSTRUCTION CRANE RULES

AUGUST 9, 2010

The long awaited update to the OSHA construction crane and hoist standard (known as C-DAC) is finally upon us.  The new 1926.1400 standard will be posted in its final form Aug. 9 and will go into effect 90 days after posting in the Federal Register.  A copy of the regulatory text is available here: cranereg.pdf and the full rule, including the preamble, can be found at Federal Register or www.osha.gov.
Some of the more significant requirements of the new rule include; pre-erection inspection of tower crane parts, use of synthetic slings in accordance with the manufacturer’s instructions during assembly/disassembly work, assessment of ground conditions, qualification or certification of crane operators, and procedures for working in the vicinity of power lines.
Signal persons (signaling a hoisting operation) will have to be qualified/certified, and riggers involved the assembly and disassembly of a crane or when there are persons in the cranes fall zone, will have to be qualified.  The qualification/certification of crane operators will be in full effect, 4 years from the date when the new law goes into effect.  Additionally, the new “limit of approach” when working in proximity to a power line will be 20 feet (previously this was 10 feet).

The Wisconsin Operating Engineers take training very seriously. Our well-equipped training facility in Coloma, WI, is a tremendous resource for union members wanting to pick up new skills or brush up on the latest developments in areas like Telescopic Crane Operation, Directional Boring, and Excavator Operation. New this year: Advanced Welding Classes offered by Fox Valley Technical College; Electrical, Hydraulic & Powertrain Maintence; Crane Rigging; Qualified Signal Person/Crane Assistant; Hand Signals and Labor History. In fact, the Training Center offers over thirty different courses on a rotating basis beginning in January and extending through March of each year. And each course features both classroom instruction and practical exercises on modern, well-maintained equipment.

The training season promises challenges and rewards for all comers, and the knowledge and practical experience gained will help make all who attend into better, safer workers.

8:00 A.M. - 4:30 P.M.

The classes on this site are for members of IUOE (International Union of Operating Engineers) Local 139.*

*If you are not a Local 139 member and you have little (under two years) or no experience running heavy equipment, please click on the Apprenticeship for information. If you are an experienced operator who would like to join Local 139, please go to www.iuoe139.org for information.
